It stands in mid-stream, a steep hill of rock, about three hundred feet high, crowned with a pagoda, and covered from base to summit with trees and bushes and rich grass. At first it might be taken for an uninhabited spot, but as the boat approaches you can see that there are numerous summer-houses and other habitations peeping out from the verdure. A little beyond the island there is a city which straggles over the hills, and is backed by a range of mountains that make a sharp outline against the sky. This is Chin-kiang, the first stopping-place of the steamer as she proceeds from Shanghai to Han-kow. She was to remain several hours, and our friends embraced the opportunity to take a stroll on shore. Here is Frank's account of the expedition: "The laborers who were to be taken to Cuba or Peru were received on board the ships, and counted as they came over the side, like so many boxes or bales of merchandise; in fact, they were nothing but merchandise, and the receipts were made out for a certain number of coolies without the least record of their names and residences. I was once in a ship that took a cargo of these people to Peru, and I don't believe that anybody on board felt otherwise than if he had been in the slave-trade. The Doctor had locked the door of the surgery. It would be embarrassing to be discovered in such circumstances, and Mrs. Masters might faint with horror at the sight of the empty tins and bottles and the gorging visitor. It was symptomatic of the Doctor's frame of mind that even now the one thing he dreaded more than anything else was the intrusion of a curious world into this monstrous proceeding. He had been forced into accepting the evidence of his own eyes, but there still remained in him a strong desire to hush up the affair, to protect the world at large from so fierce a shock to its established ideas. By degrees Hetty told her story. It was real enough to her, but to Bruce's practical mind it sounded unsubstantial and shadowy. After all, she might easily have imagined the face at the window, and as to the man in the morning room, he had only been mistily reflected in a dim old mirror. The detective went calmly on his way to Lytton Avenue. The Countess was not down yet, but if the caller would send up his business it should be attended to. The Germans made him prisoner, and tied him to a tree. By an immense effort he succeeded in tearing himself loose, and dragged himself towards a farm-house. At a short distance from this goal he was stopped, however, by a German soldier. The Fleming, putting forth all his remaining strength, gave the other such a tremendous blow in the face with his rifle-butt that he fell down dead. Subsequently this boy reached the farm-house, where he was charitably received. Later on he was fetched away by the Sisters from Boven-Loo, and finally from that institution by the Norbertine Fathers. inscription on my tombstone, I woke up. He had adhered to Walpole when he was sent to the Tower for corruption, and in the great schism of 1717. Yet Walpole had carefully excluded him from any high post in the Cabinet, and had endeavoured to veil his jealousy of him by offering to procure him a peerage, by which he would have removed him from the active sphere of the House of Commons. Pulteney saw the object, and rejected the specious favour. Instead of conferring on Pulteney some[53] office worthy of his talents, Walpole then put him into that of Cofferer of the Household. In the state of indignation which this paltry appointment raised in him Bolingbroke soon induced Pulteney to put himself at the head of a large body of Oppositionists, under the title of "Patriots." In this character he made some smart attacks on Walpole and his heavy drafts on the Civil List for his friends, for which he was dismissed, and joined Bolingbroke in a bold attempt to write down the Minister. Between them the celebrated paper The Craftsman was planned and established, and they became the bitterest and most persevering assailants of Walpole. They went to Rye Grammar School and learned Latin and Greek like gentlemen. There was something new in Reuben's attitude towards these boys, for his indulgence had deeper roots than expediency. Sometimes of an evening he would go to the bottom of the Totease lane, where it joins the Peasmarsh road, and wait there for his sons' return. They would see him afar off, and run to meet him, and they would all three walk home together, arm-in-arm perhaps. He had seen Tilly at intervals through the years, but as he had never allowed himself to give her more than a withering glance, he had not a very definite idea of her. She was now nearly fifty-five, and more than inclined to stoutness—indeed, her comfortable figure was almost ludicrous compared with her haggard, anxious face, scored with lines and patched with shadows. Her grey hair was thin, and straggled on her forehead, her eyes had lost their brightness; yet there was nothing wild or terrible about her face, it was just domesticity in desperation. Reuben watched her for a minute or two in silence. But before they had time to answer, something burst from between the stalls and ran down the darkling slope, brandishing a knife. It was Mexico Bill, running amok, as he had sometimes run before, but on less crowded occasions. The women sent up an ear-splitting yell, and made a fresh onslaught on the hedge. Someone grabbed the half-breed from behind, but his knife flashed, and the next moment he was free, dashing through the gorse towards his victims. "All is well; Sam is returned!" He opened the door, and the servitor panting with fear and fatigue, threw the barrow on the floor. "'Tis the smith!—'tis Wat Turner," shouted a dozen voices. BEIJING, Nov. 26 (Xinhua) -- Chinese President Xi Jinping on Wednesday extended condolences over a deadly residential building fire in Hong Kong, which killed at least 13 people.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, expressed sympathy to the families of the victims and those affected by the disaster. He urged all-out efforts to extinguish the fire and minimize casualties and losses.
In the wake of the fire, Xi attached great importance to the accident and immediately sought updates on the rescue efforts and casualties.
Xi instructed the director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR) to convey his condolences and sympathies to HKSAR Chief Executive John Lee.
He required the Hong Kong and Macao Work Office of the CPC Central Committee and the liaison office to support the HKSAR government in making all-out efforts to put out the fire, do everything possible in search and rescue, treat the injured, and comfort the victims' families.

China releases white paper on arms control in new era

BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."
The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions.
China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said.
The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence.
It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control.
The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control.
It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control.
Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out.
China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added.
The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance.
Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper.
The Chinese Foreign Ministry on Tuesday said the atmosphere of the phone call between Chinese President Xi Jinping and U.S. President Donald Trump on Monday was "positive, friendly, and constructive."
At a regular press briefing on Tuesday, Foreign Ministry spokesperson Mao Ning confirmed that the U.S. side had initiated the call. She noted that since the start of President Trump's second term, the two leaders have maintained frequent communication.
Mao said the two heads of state exchanged views on issues of mutual concern, stressing that such communication is vital for the stable development of China鈥揢.S. relations.
